Ymlaen: our plans to support the strategy’s first year
In May, we launched Ymlaen: our research, innovation and improvement strategy for social care.
We want to create a culture where evidence is central to delivery and used to inform decisions at all levels. To help make a positive difference to social care, it’s important that people feel inspired and supported to try new things.
Ymlaen – meaning 'forward' in Welsh – is the strategy we've developed together with our partners to deliver on those aims.
Our 2024 to 2025 implementation plan
This plan sets out what we’re doing at Social Care Wales to achieve the ambitions of the strategy during the first year.
Our implementation plan sets out how we’ll work with our partners to support the strategy’s five key themes.

Working with our partners, we’ll:
- Set direction : identify shared priorities for research, innovation and continuous improvement so we can direct attention, resources and action to where it’s needed most.
- Connect: ‘join the dots’ between different types of support for research, innovation and continuous improvement.
- Enable: create conditions that enable positive and lasting change in social care.
- Support: provide direct support to people working in social care to encourage research, innovation and continuous improvement.
- Disrupt: inspire new ways of working.
Emma Taylor-Collins, our Assistant Director of Research, Data and Innovation said:
“Today we’re proud to publish our Ymlaen 2024 to 2025 implementation plan.
“The Ymlaen strategy is an opportunity for all of us to ‘join the dots’ for people who work in social care. However, no organisation can do this on their own. That’s why delivering Ymlaen will need strong collaboration across a wide range of partner organisations.
“Over the next few months we’re looking forward to working closely with our partners to understand how they’ll contribute to helping us achieve the goals set out in Ymlaen.”
