
Ymlaen: working together to drive change in social care
We’ve published our Ymlaen 2025 to 26 implementation plan.
This plan sets out how Social Care Wales will work with key partners to support and achieve the ambitions of Ymlaen, our research, innovation and improvement strategy.
Last year, our 2024 to 2025 implementation plan delivered key work to help guide the use of evidence and support decision making across social care in Wales.
This included:
- a digital potential assessment and data maturity assessment with local authorities,
- our annual Have Your Say workforce survey,
- evidence summaries that focused on key social care topics identified in our research priority settings work
- and the publication of the first social care Workforce Race Equality Standard (WRES) report, to help shed light on the experiences, barriers and opportunities for the Black, Asian and Minority Ethnic social care workforce in Wales.
The strategy’s second year will see us working even closer with our partners.

“Together with our partners, we want to create a culture where evidence is central to delivery and used to inform decisions at all levels. To help make a positive difference to social care, it’s important that people feel inspired and supported to try new things.
“Our 2025 to 2026 implementation plan will build on the strong relationships and joint working that made last year’s success possible. Working with Welsh Government, ExChange, Health and Care Research Wales, IMPACT, the National Office for Care and Support, and ADR Wales, we’ll continue to join the dots across the sector to help make a positive difference to social care.”
To support the delivery of Ymlaen, together with our partners, our work looks at five key areas:
- Set direction: identify shared priorities for research, innovation and continuous improvement so we can direct attention, resources and action to where it’s needed most.
- Connect: ‘join the dots’ between different types of support for research, innovation and continuous improvement.
- Enable: create conditions that enable positive and lasting change in social care.
- Support: provide direct support to people working in social care to encourage research, innovation and continuous improvement.
- Disrupt: inspire new ways of working.
